Best thing is to read the tenancy agreement. Almost 99.999% sure that the tenant can't just deduct the rent as and when he feel like it. The tenant better speak to his landlord. If he just deduct the rent without the landlord's consent, he (the tenant) might just find himself in trouble if the landlord decides to sue him for non-payment of the ';deducted'; rent.
Why ask in shorthand? What is the exact situation?
